Optimism, anxiety both held to blame

PEOPLE who fail to prepare for bushfires are often too optimistic - the idea that disaster will only strike others - or affected by excessive anxiety that any disaster will be so catastrophic that nothing can be done, the Bushfires Royal Commission heard yesterday.
